Chapter 33 Benefits for Dependents of Veterans

Eligible service members may transfer their eligibility to their dependents, but the Department of Defense (DoD) has established very strict requirements to do so. After the DoD approves benefits for transfer, the new beneficiaries must apply for them by completing the VA form 22-1990e and either mailing it to the Muskogee regional VA office or emailing the completed PDF application form through their secure email system. Eligible dependents include:

Spouse: Not eligible for BAH while member is on Active Duty unless spouse is also an entitled veteran.

Child: Eligible only after member has served at least 10 years. They will receive BAH and the Books stipend.

Marine Gunnery Sergeant John David Fry Scholarship

The Marine Gunnery Sergeant John David Fry Scholarship (Fry Scholarship) pays eligible dependents (children and surviving spouses of Servicemembers who died in the line of duty after September 10, 2001) up to 36 months of the full, 100% level, of the Post-9/11 GI Bill®. This includes the tuition and fee payment, a monthly housing allowance, and a books and supplies stipend. You may have to make an irrevocable election between the Fry Scholarship and the Survivors' and Dependents' Educational Assistance program (Chapter 35) to receive benefits. To apply, complete VA Form 22-5490, and either mail it to the Muskogee regional VA office or email the completed PDF application form through their secure email system. Survivors' and Dependents' Educational Assistance (DEA) - Chapter 35

DEA provides education and training opportunities to eligible dependents of veterans who are 100% disabled or died from a service related injury or illness. A dependent may be a child under the age of 26 or a surviving spouse. You may receive up to 45 months of education benefits. Effective Oct. 1, 2013, some DEA beneficiaries may be eligible for up to 81 months of GI Bill® benefits if they use the Survivors and Dependents Educational Assistance program in conjunction with an entitlement from other VA education programs. To apply, complete VA Form 22-5490 and either mail it to the Muskogee regional VA office or email the completed PDF application form through their secure email system. View current payment rates.
